Yes. Using flat sheet as a fitted sheet is especially beneficial if you have a non-standard mattress size.
To use a flat sheet over your mattress, lay the flat sheet over the top and tuck the corners under your mattress.

Traditionally, to make your bed, you place your fitted sheet over the mattress first.

Then you lay the flat sheet on top of the fitted sheet.
